Five former city employees and three members of the Regina Police Service’s hierarchy were among the top 10 earners in the City of Regina in 2022.
A report on employee remuneration was to be presented to city council on Wednesday for its approval. Councillors will see the name of former city manager Chris Holden at the top of the list, with total remuneration of $936,041.
Holden was dismissed by city council in February of 2022. His pay for the year included $86,722 in salary plus $849,319 in “other” pay.
In an emailed statement, the city said “other” pay includes severance, vacation payout for earned vacation, car allowance, and supplementary pension plan payment.
Second on the list was Diana Hawryluk, who was the city’s executive director of city planning and community development until she and the city mutually agreed to part ways on March 2 of last year.
Hawryluk’s total salary of $335,970 in 2022 included $253,592 in other pay.
At No. 6 was Lori Bjorgan ($254,593 total), who was a human resources consultant with the city. A city spokesperson confirmed Bjorgan was no longer working for the municipal government.
Kim Onrait, who retired as the city’s executive director of citizen services at the end of May, was eighth with a total salary of $244,640.
The final spot in the top 10 was held by June Schultz, who used to be the city’s director of financial services ($239,772). According to her LinkedIn page, Schultz left the city’s employ in June of last year and is now working for the provincial government.
Regina Police Service Chief Evan Bray was No. 3 on the list with a total salary of $300,765. Bray has announced he’ll be retiring at the end of June.
Deputy police chiefs Dean Rae ($264,793) and Lorilee Davies ($240,388) were fourth and ninth, respectively, on the list.
REAL president and CEO Tim Reid was fifth ($263,031), with Barry Lacey — the city’s executive director of financial strategy and sustainability — at No. 7 ($244,836).
The salaries included in the report are those who work for the city, police officers and firefighters, and employees of REAL, the Regina Public Library and Economic Development Regina.
