Regina police were called to the Regina General Hospital for a report about man who was being treated for what they call “wounds consistent with an assault.”
Starr died in the hospital two weeks later.
Windigo was arrested and charged last May.
Crown prosecutor Derek Davidson declined to comment on the particulars of the decision on Tuesday, but said that the general standard for the Crown is to pursue a case if there is reasonable likelihood of conviction or if proceeding is in the public interest.
Davidson said in this case, the criteria weren’t met.
After a stay of proceedings, the Crown can bring charges back to court within a year of the date they were stayed.
