Police in Moose Jaw, working with the Canada Border Services Agency, arrested four Mexican citizens on Tuesday in connection with an unlicensed paving company operating in the city.
According to police, the company – operating under several names, including Tartans Paving and Hortons Paving and Masonry – was engaged in door-to-door sales. Residents alerted police because the company’s “high-pressure and aggressive sales tactics” made them uncomfortable.

Police quickly discovered that the company was not licensed, and caught up with the paving crew at a job site on Tuesday.
According to police, the four workers were Mexican citizens and weren’t authorized to work in Canada. They were turned over to the border agency and arrested, police said.
“At this point, it does not appear this company is responsible for any crimes but the investigation is ongoing,” the Moose Jaw Police Service stated.
The police service also cautioned residents when hiring a company to perform any work.
“If something seems suspicious, call the City of Moose Jaw if you have any concerns, or confirm if the business is licensed or registered to perform work within the city,” the police service advised.
“Red flags in this instance included door-to-door sales as well as high-pressure tactics.”
