A 53-year-old man who has a history of sexual and violent acts against men and children moved to Regina’s Heritage neighbourhood on Thursday.
Regina police say 53-year-old Robert Keith Allaby is considered to be a high risk to reoffend.
Police put out the advisory about Allaby under the Saskatchewan Public Disclosures Act to allow people to take suitable precautions. Police warn that this information is not intended to incite any unreasonable conduct or acts of vigilantism against him.
Allaby has a medium build, he is about 5’11” tall and weighs 200 lbs. He has short grey hair and hazel eyes but is known to dye his hair black. He also has a scar on his left cheek and a tattoo of barbed wire around his left upper arm.
Allaby is bound by parole conditions to stay away from parks, playgrounds, swimming pools, daycare centres, schools and community centres, or anywhere that children under 14 might be present.
He is not allowed to take any job or volunteer work that may put him in a position of trust with children. He’s also not allowed to have any direct or indirect contact with anyone under 16, unless he’s supervised by an adult who knows about his history and has been approved by his probation officer. He also can’t move to a different residence without informing his probation officer.
