Police repeat advisory about high-risk offender living in Heritage area

The Regina Police Service is warning residents of the Heritage neighbourhood about a potentially dangerous offender living in the area.

The police issued a public advisory Friday to let the public know that 46-year-old Kelly Roger Furi has been living in a supervised home in the area since Jan. 4.

He has a record of violent sexual offences and a history of reoffending. According to police, he completed programming to “address his risk factors” while in jail, but according to the advisory he “has not made any progress in reducing his high risk to reoffend violently.”

He must abide by conditions, including that he:

• Not possess, acquire, purchase or access pornographic and/or sexually explicit material in any form or type of media including sexual stimulants;
• Not attend massage parlours and spas and is only permitted to attend hotels and/or motels upon pre-approval by his parole supervisor;
• Make available for review by his parole supervisor any mobile device capable of text messaging, accessing the internet/social media and communication via telephone;
• Not own, use or possess a computer, as defined in Sect. 342.1 of the Criminal Code, or any technological device, that would allow him unsupervised access to the internet unless pre-approved by his parole officer;
• Must return to the residential facility nightly;
• Must not be in the company of sex trade workers;
• Immediately report all intimate sexual and non-sexual relationships and friendships with females to his parole supervisor;
• Not be in or near areas where sex trade workers frequent;
• Reside at a Community Correctional Centre or Community Residential Facility for a period of 365 days;
• Follow a treatment plan/program to be arranged by his parole supervisor in the areas of family violence, anger, and sexual violence; and,
• Not have direct or indirect contact with the victims or any member of their family.
